Summary
Anthropic case GTG-84006, published 10 September 2026 and still moving through IranWire on 14 September and independent condensers on 14-15 September, describes a distributed influence operation linked to the People's Mojahedin Organization of Iran and its political front, the National Council of Resistance of Iran. Operators tasked a shared persistent-memory agent, internally named Viktor, to read roughly 8,400 Telegram posts from a real activist, clone his style in Persian, and run live political conversations with his contacts who, Anthropic says, did not know they were speaking with an AI-assisted account. The same stack scraped more than 500 channels, built psychographic dossiers from about 51,944 archived messages, scheduled coordinated Instagram pages that withheld the Mojahedin name, and generated Persian-audio avatars styled as average Iranians to promote Maryam Rajavi's ten-point plan. Anthropic banned the accounts, graded Breakout Scale Category Two, and said it could not verify how centralized the tasking was.
Analysis
The last two briefs in this vault covered a Shanghai-funded U.S. nonprofit graph and an Israeli drone maker buying America First language through a MAGA influencer. This cycle rotates to an Iranian opposition media stack that used a U.S. model as a borrowed mouth inside Iran.
Primary record is Anthropic GTG-84006 in Detecting and countering misuse of AI: September 2026, published 10 September. IranWire restated the impersonation numbers on 14 September. Daniel Miessler's 14 September condensation and Zvi Mowshowitz's 15 September readout keep the same case ID and the same counts. Anthropic says it identified and removed a distributed operation that targeted Iranian audiences at home and abroad. Operators tasked a shared agent to clone a real activist's personal Telegram account, instructed it in Persian that it was now that person, and fed it roughly 8,400 of his posts so it could copy his writing style. It then ran live political conversations with his contacts. Anthropic's wording is that, to its knowledge, those contacts did not know they were speaking with an AI-assisted account. At least four people on the campaign worked for official NCRI media. Distribution ran through staffed NCRI and MEK properties: broadcast television, satellite and shortwave radio, Instagram, Telegram and X. Score the production line as documented by the vendor. Score desk-level command from Maryam Rajavi as open: Anthropic records committee approval loops, the phrase per our contract, and repeated references to MEK leadership, then states it is not able to verify the level of centralized control. Reach is likewise open. The vendor grades Category Two and cannot independently confirm how much authentic engagement the amplifier accounts drew.
Mechanism is a rented person plus a rented crowd. Synthetic-media is Viktor as persistent memory across workspaces, plus animated avatars given Persian audio and styled as average Iranians while the operators hid that they were machine-made. Astroturf is the Instagram pipeline that synchronized posting schedules, segmented audiences, and kept the Mojahedin name off the first posts so the cut would read as unaffiliated news. Narrative-laundering is organizational copy rewritten as independent reporting, watermark stripping, and a fabricated breaking-news headline blasted to more than 30 contacts at once. Plain-folks is the costume: ordinary-Iranian faces and the swap of the 2022 protest slogan Woman, Life, Freedom for the MEK variant Woman, Resistance, Freedom. Manufactured-consensus is many pages and many avatars arriving at Rajavi's ten-point plan as if they had found it separately. A ten-stage funnel that grouped targets by city, age, occupation, political alignment and arrest history is targeting infrastructure sitting under the speech, not a separate technique id.
This is propaganda where origin is an opposition organization with a media arm, institutional form is a trusted activist chat and a set of hometown faces, and the design goal is to move Iranian belief about the regime, the Pahlavi camp and Rajavi without the audience meeting the payer. It is not a finding that the Islamic Republic's own Claude cases in the same report are smaller, that every anti-regime Persian post is MEK, that the ten-point plan is false on the merits, or that Category Two volume flipped a constituency. A same-method test applies in reverse. A ministry shop that cloned a dissident's Telegram, stripped its own watermark, and sold policy as the voice of ordinary neighbors would be this brief with the nouns swapped.
Literacy counter: if a Persian chat, a student news page, or an ordinary-looking avatar arrives already fluent in one organization's slogan and never names that organization, treat the voice as costume until a named staffer and a named outlet survive a phone call. An activist's cadence is not a source. Apply the same face-to-desk test when the borrowed mouth points at another flag.
Tells
- A Telegram voice that matches a known activist but will not pick up a phone or appear on video
- First posts on a new news-looking page that never name the Mojahedin, then later Rajavi copy
- Woman, Resistance, Freedom swapped onto a Woman, Life, Freedom cadence
- Persian-audio avatars styled as average neighbors with no staff page
- Identical posting clocks across several Instagram skins aimed at students or breaking news
