Bien Hoa Cadres Work With and For the People
A photo-panel sheet (code SP-1572) shows Rural Construction cadres in Bien Hoa province teaching schoolchildren, building a night-time defensive fence with villagers, and cutting a child's hair. Captions say the cadres are 'always cheerful' in helping the people, and a closing line says the people, the cadres and the government 'together contribute' to building a free and prosperous country. Ordinary tasks and smiling villagers are offered as the programme's representative face.

RURAL CONSTRUCTION CADRES OF BIEN HOA PROVINCE SERVE THE PEOPLE Recognising that children are the nation's future, this Rural Construction Cadre has made an effort to teach the children at Phuoc Nguyen primary school (Long Thanh District). To help the people defend themselves against the Viet Cong, the Rural Construction Cadres together with the villagers of Binh Long hamlet (Cong Thanh District) built a fence to prevent Viet Cong attacks at night.
