Support Our Forces and Their Leaders: Honour Your Pledge, Buy War Savings Certificates - Regularly

A painted portrait of a stern, moustached officer in a peaked cap with general's insignia looks out at the viewer above the lines 'Support our forces and their leaders / Honour your pledge' and a banner 'Buy War Savings Certificates - Regularly'. The tell (transfer) is the senior officer's face and uniform, which lend military authority to a request to buy savings certificates; the officer is not named.
