[Excerpts] Cairo, 27 September--The magazine AKHIR SA'AH reports that informed Arab circles have learned that Syria has prepared a secret plan aimed at creating a disturbed political atmosphere in the area. This plan, which has been prepared in coordination between Syria and the Soviet Union, is designed to influence the steps to implement the Camp David peace agreements.
In today's issue the magazine says that this Syrian Ba'thist plan is based on a number of principal points:
1. Heating up the situation on the Syrian front to a certain point to create an atmosphere of tension and confusion in the area;
2. Creating an atmosphere of tension in southern Lebanon and armed clashes with the Lebanese rightist militia on the Israeli border;
3. Circulating false information about Israeli concentrations in the Golan.
