CỦA HỘI ĐỒNG QUÂN NHÂN CÁCH MẠNG

Quốc Dân Đồng Bào,

Cuộc Cách Mạng của toàn dân, thành công trong vinh quang, đã chấm dứt một chế-độ độc-tài, tàn bạo, bất lực.

Đứng trước sự thời nát của Chánh-phủ Ngô-Đình-Diệm, Quân Đội đã nhận thức được sự cần thiết phải giải thoát đồng bào để tiến tới một chế độ dân-chủ thực-sự, nên Quân Đội, dưới sự lãnh đạo của Hội-Đồng Quân Nhân Cách-Mạng, đã cương quyết vùng lên.

Vì sự tồn vong của Tổ-quốc, Quân-Đội đã phải làm Cách-Mạng và nhận lấy trách nhiệm nặng nề đó trước Quốc-dân và lịch sử.

Cuộc Cách-Mạng sở dĩ đã thành công không phải hoàn toàn do Quân Đội mà phần lớn do sự đồng tâm nhất trí của toàn Quân, Dân trong nước.

Để ổn định tình thế, Hội-Đồng Quân-Nhân Cách-Mạng quyết-định thành lập cấp tốc một Chánh Phủ lâm thời mà hôm nay tôi hân hoan giới thiệu cùng toàn thể Quốc-dân. Chánh Phủ này được ủy-nhiệm các quyền Hành-pháp và Lập-pháp để điều hành guồng máy Quốc-Gia đẩy mạnh công cuộc chống Cộng và xây dựng một xã-hội lành mạnh cho toàn dân.

Thành phần Chánh phủ gồm những người đầy đủ kiến thức chuyên môn, thực tâm yêu nước tận tụy với chức vụ để hoàn thành sứ-mạng giao phó.

Chánh-Phủ Lâm thời, trong phạm vi quyền hành được ủy thác sẽ thi hành những đường lối, chánh sách do Hội-Đồng Quân Nhân Cách Mạng đề ra.

Đồng thời, để thể hiện ý nguyện của toàn dân và tôn trọng tinh thần dân chủ, một Hội-Đồng nhân sĩ sẽ được triệu tập.

Thành Phần hội đồng này gồm đại diện của toàn thể các tầng lớp xã hội, các đoàn thể nhân dân trong nước do Hội Đồng Quân Nhân Cách Mạng mời theo đề-nghị của các Ủy-viên hoặc của Chánh phủ, Hội Đồng Nhân Sĩ có nhiệm vụ tư vấn cho Chánh phủ trong chánh sách đối nội, đối ngoại cũng như việc ấn định chế độ chánh trị tương lai của Quốc Gia.

Hiện tại nhiệm vụ của chúng ta là ổn định tình thế và bình thường hóa đời sống Quốc gia. Trong một tương lai rất gần đây, khi các định chế dân chủ được thiết lập, Hội Đồng Quân Nhân Cách Mạng sẽ trao lại toàn quyền cho Quốc dân.

Quốc dân đồng bào hãy cùng chúng tôi siết chặt hàng ngũ với tinh thần vô tư, chúng ta quyết tâm diệt Cộng, kiến Quốc.

Xin đồng bào hãy giúp chúng tôi.

PROCLAMATION
OF THE MILITARY REVOLUTIONARY COUNCIL

Compatriots,

The revolution of the whole people, successful in glory, has put an end to a dictatorial, cruel, impotent regime.

Facing the rot (printed 'thời nát') of the Ngo-Dinh-Diem government, the Armed Forces recognised the necessity of freeing the people in order to advance to a truly democratic regime, and so the Armed Forces, under the leadership of the Military Revolutionary Council, resolutely rose up.

For the survival of the Fatherland, the Armed Forces had to make the Revolution and take on that heavy responsibility before the nation and history.

The Revolution succeeded not entirely through the Armed Forces but largely through the unanimity of all the Army and People in the country.

To stabilise the situation, the Military Revolutionary Council decided to set up quickly a provisional Government, which today I joyfully introduce to the whole Nation. This Government is entrusted with the Executive and Legislative powers to run the machinery of the State, push forward the anti-Communist undertaking and build a healthy society for all the people.

The Government's members are people with full specialist knowledge, sincerely patriotic and devoted to their posts, to fulfil the mission entrusted to them.

The Provisional Government, within the powers entrusted to it, will carry out the lines and policies set by the Military Revolutionary Council.

At the same time, to embody the will of the whole people and respect the democratic spirit, a Council of Notables will be convened.

This council's members will be representatives of all strata of society and the people's organisations in the country, invited by the Military Revolutionary Council on the proposal of the Commissioners or of the Government; the Council of Notables has the task of advising the Government on domestic and foreign policy as well as on fixing the future political regime of the Nation.

At present our task is to stabilise the situation and normalise the life of the Nation. In a very near future, when democratic institutions are established, the Military Revolutionary Council will hand full power back to the Nation.

Compatriots, join us in closing ranks in a disinterested spirit; we are determined to wipe out Communism and build the nation.
