MANIFESTO and first decrees of the Polish Committee of National Liberation DECREE of the State National Council on the creation of the Polish Committee of National Liberation [body text of the decree and its list of committee members not transcribed here] Warsaw, 21 July 1944 STATE NATIONAL COUNCIL MANIFESTO of the Polish Committee of National Liberation TO THE POLISH NATION! POLES AT HOME AND IN EMIGRATION! POLES IN GERMAN BONDAGE! Countrymen! The hour of liberation has struck. The Polish Army, alongside the Red Army, has crossed the Bug. The Polish soldier is fighting on our native soil. Over tormented Poland the white-and-red banners are flying again. The Polish nation welcomes the soldier of the People's Army, united with the soldier of the Polish Army in the USSR. The enemy is common, the struggle is common and the banners are common. United for the glory of the fatherland in one Polish Army under a common command, all Polish soldiers will go, alongside the victorious Red Army, to further battles for the liberation of the Country. They will go across the whole of Poland to take vengeance on the Germans, until the Polish banners flutter in the streets of the capital of arrogant Prussianism, in the streets of Berlin. Countrymen! The nation fighting the German occupier for freedom and independence has created its representation, its underground parliament, the State National Council. [...] The State National Council, called into being by the fighting nation, is the only legal source of authority in Poland. The emigre "government" in London and its delegate's office in the Country is a self-appointed authority, an illegal authority, resting on the unlawful fascist constitution of April 1935. This "government" hampered the struggle against the Hitlerite occupier and by its adventurist policy pushed Poland toward a new catastrophe.
