Pohjois-Karjalan kansalle (To the people of North Karelia): White staff proclamation, 30 January 1918
A tall Finnish proclamation in Fraktur type headed 'To the people of North Karelia'. It reports that volunteer forces are forming everywhere, that Central and South Ostrobothnia are 'cleansed of enemies' and that those on the Red side are 'only a small part' set against 'the magnificent citizens' army'; it then orders the Red Guards to disband and hand in their arms, offers release from responsibility if they do, and threatens machine guns, artillery, martial law and a 'traitor' label if not.

Pohjois-Karjalan kansalle. Kohtalokas aika on nyt Suomen kansalla käsissä. Maamme laillinen hallitus, Suomen Senaatti on ryhtynyt toimenpiteisiin meidän nuorta itsenäisyyttämme uhkaawan wenäläisen waaran torjumiseksi ja päättänyt karkoittaa wenäläisen sotawäen pois maasta. Ja tämä Senaatin toimenpide on saanut wilkasta wastakaikua yli maamme. Kaikkialla on muodostettu joukkoja, joiden toiminta jatkuu hywällä menestyksellä. Suomalaisia upseereja Saksasta ja Wenäjän rintamalta on saapunut runsain joukoin johtamaan paljon sorretun isänmaansa wapaudentaistelua. Wiimeksi on tullut tieto, että wahwasti warustettu suomalainen jääkärijoukko Saksasta on eilen noussut maihin Pohjanmaalla. Että toimenpiteiden johto olisi täysin turwattu, on Senaatti siirtynyt pois lewottomasta Helsingistä Pohjanmaalle, jossa myös Suomen suojelusjoukkojen ylin päämaja sekä Suomen ylipäällikkö, kenraali Mannerheim owat. Koko keski- ja etelä-Pohjanmaa on puhdistettu wihollisista ja woitokas Suomen pää-armeija marssii Tamperetta kohti. Samaten on monin paikoin Karjalassa ja Sawossa riisuttu wenäläiset aseista ja suoritettu useita onnellisia taisteluita. Ikäwää waan on, että osa harhaanjohdettuja, kansansa kawaltajain ja wenäläisten willitsijäin yllyttämiä kansalaisia on ryhtynyt wihollisen puolelle. Onneksi on noita hairahtuneita wain wähäinen osa siihen suurenmoiseen kansalaisarmeijaan werraten, joka on nyt yli maan noussut luomaan wierasta satawuotista sortajan iestä niskoiltaan ja palauttamaan maahan laillista järjestystä, joka on jo sitäkin tarpeellisempaa, että saataisiin säännöllinen liikenne kuntoon ja wiljantuonti lännestäpäin järjestetyksi. Tosin on wielä eräitä keskuspaikkojamme, kuten Helsinki, Turku y.m., wenäläisten ja heidän liittolaistensa, punakaartien wallassa, mutta warmaa on, että wiholliswalta ei niissäkään woi kauwan kestää, sillä ne owat jo eristetyt ja niissä olewat wahwat suojeluskunnat odottawat toimintatilaisuutta, kunnes muut Suomen wapausarmeijat tykistöineen niille awuksi joutuwat. Me kehoitamme jokaista maakunnan kansalaista edistämään rauhallisuuden säilymistä maakunnassa tänä kireänä wapaan Suomen syntymisaikana, sekä weljellisin toimenpitein parhaansa tekemään yleisen elintarwehädän torjumiseksi. Sitä warten käännymme kaikkien omawaraistaloudsten puoleen kehoittaen heitä, että he, ymmärtäen yleisen tilanteen, ehdottomasti lainaisiwat laillisten elintarwelautakuntien käytettäwäksi yhden kuukauden osuuden omista wiljawarastoistansa. Laina tullaan takaisin suorittamaan, jahka liikennelinjat owat wapautuneet poikkiratoja myöten ulkomailta, josta meille on apua tulossa. Samalla uudistamme Senaatin waltuutuksella ehdottoman määräyksemme, että epäjärjestyksiä aiheuttawa toiminta, olkoonpa se yksityisten tai jonkinlaisten järjestöjen toimeenpanema, samaten kuin kansan willitseminen laillista hallitusta ja yleistä järjestystä wastaan, tullaan tarmokkaasti ehkäisemään, johon tarwittaessa käytetään asewoimaa aina kuularuiskuihin ja tykistöön saakka. Maaseutua warten owat lentäwät komennuskunnat ja ratsuosasto aina lähtöwalmiina. Kaikki epäjärjestyksen aiheuttajat tullaan pidättämään ja kohtelemaan heitä sotatilan sääntöjen mukaan. Ja koska punakaartiksi itseänsä nimittäwät järjestöt owat julkisesti menneet wihollisen puolelle, uhaten maata kansalaissodalla ja anarkialla, katsotaan heidät maanpettureiksi. Sen wuoksi määrää Esikunta sille kuuluwien sotatilawaltuuksien mukaan, että kaikkien punakaartien tässä maakunnassa on heti lakattawa toiminnasta sekä luowutettawa ensi tilassa kaikellaiset aseensa Esikunnalle. Jos luowuttaminen tapahtuu tämän käskyn mukaan, wapautetaan niiden antajat kaikesta edeswastuusta tähänastiseen aseenkantoon nähden, mutta jos niitä edelleen yritetään käyttää tai piilotella, joutuwat syylliset wastuuseen sota-ajan lakien mukaan. To the people of North Karelia. A fateful time is now at hand for the Finnish people. Our lawful government, the Finnish Senate, has taken measures to ward off the Russian danger that threatens our young independence and has decided to expel the Russian military from the country. And this measure of the Senate has found a lively echo across our land. Everywhere forces have been formed whose activity continues with good success. Finnish officers from Germany and from the Russian front have arrived in large numbers to lead the freedom struggle of their long-oppressed fatherland. The latest news is that a strongly equipped Finnish jäger force from Germany landed yesterday in Ostrobothnia. To keep the direction of the measures fully secure, the Senate has moved out of restless Helsinki to Ostrobothnia, where the supreme headquarters of the Finnish protection forces and the Finnish commander-in-chief, General Mannerheim, also are. All of Central and South Ostrobothnia has been cleansed of enemies and the victorious main army of Finland is marching toward Tampere. Likewise in many places in Karelia and Savo the Russians have been disarmed and several successful battles fought. It is regrettable that a part of misled citizens, incited by their people's betrayers and Russian agitators, has gone over to the enemy's side. Fortunately those who have gone astray are only a small part compared with the magnificent citizens' army that has now risen across the country to shake the foreign century-old oppressor's yoke from its neck and to restore lawful order to the country, which is all the more necessary so that regular traffic can be put in order and grain imports arranged from the west. True, some of our central places, such as Helsinki, Turku and others, are still in the power of the Russians and their allies, the Red Guards, but it is certain that enemy rule cannot last long even there, for they are already isolated and the strong protection corps in them await an opportunity to act until the other free armies of Finland come to their aid with their artillery. We urge every citizen of the province to promote the keeping of peace in the province in this tense time of the birth of free Finland, and by fraternal measures to do their best to ward off the general food distress. For this purpose we turn to all farm households, urging them, understanding the general situation, to lend unconditionally to the lawful food committees one month's share of their own grain stores. The loan will be repaid as soon as traffic lines have been freed along the branch lines from abroad, from where help is coming to us. At the same time we renew, by authority of the Senate, our unconditional order that activity causing disorder, whether carried out by individuals or by organisations of any kind, as well as the incitement of the people against the lawful government and public order, will be energetically prevented, for which, if needed, armed force is used up to machine guns and artillery. For the countryside, flying detachments and a cavalry unit are always ready to depart. All causers of disorder will be arrested and treated according to the rules of martial law. And since the organisations calling themselves Red Guards have openly gone over to the enemy's side, threatening the country with civil war and anarchy, they are regarded as traitors. Therefore the Staff orders, by virtue of the martial-law powers belonging to it, that all Red Guards in this province must cease activity immediately and hand over all their weapons to the Staff at the first opportunity. If the handing over takes place according to this order, those who hand them over are released from all responsibility for bearing arms so far, but if attempts are still made to use or hide them, the guilty will be answerable under the laws of wartime.
