The load-bearing object this cycle is not another state Claude factory already in this vault. It is a commercial clip farm that rents foreign hands to occupy American short-form feeds and make a paid pile look like local enthusiasm.

Primary record is Ali Breland in The Atlantic on 2 September 2026. After an anonymous tip, the reporter joined Elephant Clipping's Discord by clicking Join, listing a U.S. location and answering availability questions. The operator who promotes the campaign uses the handle Serviuos, works from Riga, and runs the work through a company called ClipIt. The shop pays subcontractors, many from poorer countries in Eastern Europe and the Global South, to chop videos the company provides into bite-size pieces. Platforms named in the subsequent Newser restatement of the same piece are TikTok, Instagram and YouTube. Clippers are paid a proportionate share of a stated $300,000 monthly budget. Serviuos, in recruitment copy quoted by Breland, said you can literally make 100k a month with this campaign and, asked why the work exists, wrote so that republican win in USA. He told non-American recruits who did not know what Republicans were to ask Gemini or ChatGPT for videos promoting Republican values. A separate campaign that ran the prior month had a $120,000 budget and instructed clippers to post cuts from Turning Point USA's YouTube channel, plus a Drive folder of videos, mostly of Erika Kirk, uploaded on 15 September 2025, five days after Charlie Kirk's assassination. Elephant Clipping's own dashboard claimed a target of one billion views a month and regular weekly totals in the hundreds of millions. Enclave and Key's founder is Blake Wynn, identified in the same article as the nephew of donor Steve Wynn. A smaller ClipSon campaign for Steve Wynn is described with a $10,000 monthly budget and a Drive that also appeared to be uploaded by Goodman. That is file-origin evidence, not a signed client contract published in the open record used here. Do not promote an upload path into a confession by the Republican National Committee.

Astroturf is the load-bearing device: paid, often foreign hands posting as if they were American fans. Manufactured-consensus is the volume target, many accounts, one cut. Flooding-the-zone is the short-form occupancy that outruns a single fact-check. Disclosure-theater is the missing campaign label on the clip the scroller sees; the Discord knows it is a campaign, the feed does not. Plain-folks is the costume of a random supporter clipping Joe Rogan or Nick Shirley. Transfer is the borrowed TPUSA or celebrity body doing prestige work the offshore editor cannot.

This is propaganda where origin is concealed from the audience that matters, institutional form is grassroots fandom, and the design goal is to move midterm-year belief that the right is surging in the algorithm. It is not a finding that every conservative clip in 2026 is paid, or that the clips flipped a precinct. Unverified hundreds of millions of views are a dashboard, not a county canvas. A same-method test applies in reverse. A Manila or Riga shop paid to flood Reels with unlabeled Democratic cuts so that a Harris- or Schumer-aligned surge looks homegrown would be this brief with the nouns swapped.

Literacy counter: if a midterm clip arrives with no creator you can name, no campaign disclaimer, and a caption that could have been written by a prompt, treat the supporter as a costume. A public Discord that pays a share of a monthly budget is a shop floor. A Drive of preselected talking-head video is a kit, not a citizen with a phone. Apply the same unlabeled-clip test when the elephant is a donkey.
