All fuel is scarce. Plan for winter now!
Home-front fuel poster: a worried bespectacled man in a scarf peers through a frosted window beside a thermometer near zero, with a small figure drawn in the frost. Three numbered instructions follow: winterize your home, check your heating plant, order fuel at once. The cold face and frozen window carry the fear-appeal; the numbered steps give the action.
