Evolution in South Vietnam

A quotation credited to the Government of Vietnam's Declaration of Honolulu of 9 February 1966 says 'We are dedicated to the eradication of social injustice among our people...' The tell is the pairing of a pledge with images of building and industry, offered as evidence that the pledge is being met.
