Heraldo Grafico poster, August 1964 (Spanish poster distributed in San Salvador)
A green-and-white Spanish-language wall newspaper of the U.S. Embassy in El Salvador, with an August 1964 calendar. It reports a three-week budgeting course for officials of seven countries and the opening of rural health posts at Ataco and Tacuba, with photographs of ministers, a nun beside a patient and a shelf of medicines, all under the Alliance for Progress emblem. The tell is card-stacking: selected programme successes, framed by the embassy and the Alliance brand.

WALL NEWSPAPER OF THE EMBASSY OF THE UNITED STATES IN EL SALVADOR HERALDO GRAFICO ALLIANCE FOR PROGRESS BUDGET OFFICIALS OF 7 COUNTRIES MEET FOR THREE WEEKS IN EL SALVADOR San Salvador, EL SALVADOR -- Approximately fifty government officials expert in budgeting, accounting and planning from the five countries of Central America, Panama and the Dominican Republic met in San Salvador for less than three weeks in July for a Programme Budgeting Course intended to improve the preparation of national budgets. During the opening ceremonies on 6 July at 9:00 a.m. at the Ministry of Finance, the speakers were the Minister of Finance of El Salvador, Dr. Alvaro Marino; Marvin Weisman, USAID Director in Guatemala; Robert W. Herder, USAID Director in El Salvador; and the Director General of the Budget of El Salvador, Pablo Moises Ticas. The Government of El Salvador, through the Ministry of Public Health and Social Assistance, is carrying out with full activity the programme called "Rural Mobile Health Units" across the country, under the Alliance for Progress plan. On 20 June just past, two "Health Posts" were inaugurated, to be served by a Mobile Unit using the town of Ataco as its base. Both the "base" and other rural communities, including Tacuba, are very remote from the main cities and their access roads become almost impassable in the rainy months. Despite the obstacles, these remote towns now have a Rural Health service for the first time.
