My promise to you: this bond, the safest investment in the world

A black, white and red text poster: Uncle Sam holds up a $25 Defense Savings Bond above five numbered terms of the bond (redemption after 60 days, 100 cents on the dollar, $4 for each $3 after ten years, registered, co-owner). 'The safest investment in the world' is a superlative claim (glittering generalities), and Uncle Sam's promise lends the state's standing to the offer (transfer).
