Help Holland - Give for Dutch War Relief

A girl in Dutch national costume kneels over a collapsed figure in a pink coat, under the words 'Help Holland' and 'Give for Dutch War Relief', with the fund's name at the foot. The tell is the child in national dress used as the face of a whole country's need, with a single prescribed action (give) and no figures on what the fund spends or provides.
