Self Sufficiency
Sheet SP-1992 ('Tu-Tuc', self-reliance) is a six-panel woodcut-style strip leading villagers from a broken bridge through a hamlet meeting, an application via the village council, delivery of materials and shared labour to a finished bridge. The footer reads 'Compatriots, improve your own lives.' The tell: a funding procedure told as a story of ordinary hamlet people, ending in a promise of 'a peaceful, joyful and happy life'.

SELF-SUFFICIENCY Traffic is interrupted because the bridge is broken and the road is muddy. Do the compatriots want to repair the bridge and pave the road with cement? Or build a new bridge? Surely everyone wants their hamlet to have a solid bridge and good roads... So let the compatriots come together to discuss and decide which practical project needs to be carried out. After agreeing, the compatriots should draw up an estimate including the budget planned for carrying out the project and building materials such as cement, iron and roofing tin. Then the compatriots ask the village council to forward their application to the district and province, together with the estimate and the minutes of the villagers' meeting. The compatriots will be informed of the result by the district chief. The provincial administration office will transport the building materials to the site. Once there are materials, the compatriots should together contribute labour and other materials. The project is completed well. Thus the compatriots are satisfied in their wishes. In addition, the provincial administration office will consider applications to build schools, maternity houses, markets... with the aim of bringing the compatriots in the hamlets a peaceful, joyful and happy life.
