Self-Help Project Brings Prosperity to Vinh Quang Hamlet
A vertical photo-sheet (code SP-1453) says villagers of Vinh Quang hamlet repaired a sea dike, contributing 113,700 workdays and 17,500 cubic metres of earth, so that 400 tonnes of rice can be harvested this year. Photographs show a line of workers in the water along the dike, villagers and a man in Western dress walking the finished dike, and a planned market site. A before-and-after account with specific figures is told entirely from the sponsoring side, and the Viet Cong are named as the party whose control let the dike fall into disrepair.

SELF-HELP PROGRAMME BRINGS PROSPERITY TO VINH QUANG HAMLET When the Viet Cong were in control of the villages along Qui Nhon Bay in Binh Dinh province, the dike that kept sea water out of the rice fields was damaged because nobody looked after it. When the government returned to establish order, the sea water had already broken many sections of the dike and ruined fields. Rural Construction cadres discussed with the people, and the people agreed to take up a project to repair the dike. Vinh Quang hamlet took on the task of building a section of 6 kilometre-markers out of the dike's 20 markers. Over five weeks of extremely hard work the people contributed 113,700 workdays to bring 17,500 cubic metres of earth from the swampy areas across the river to build up the dike. The dike has been repaired and the fields can again be ploughed and planted. For the people of Vinh Quang hamlet this means that this year they will harvest 400 tonnes of rice, and next year perhaps double that when the fields are completely free of the effects of salt water. The people of Vinh Quang hamlet proudly look at the finished dike. Another project is under way: after the dike is finished, the people of Vinh Quang hamlet have started building a market.
