浦潮派兵ノ宣言 (Declaration on the Dispatch of Troops to Vladivostok), Official Gazette extra
The government's declaration in the Official Gazette extra of 2 August 1918 announcing the dispatch of troops to Vladivostok. It gives one stated reason, the plight of the Czechoslovak army and German-Austrian prisoners said to command parts of it, plus pledges of territorial respect and prompt withdrawal. The text gives no troop numbers or timetable, the missing denominator that marks card-stacking.

The Imperial Government, esteeming the traditional neighbourly friendship toward the Russian state and the Russian people, earnestly and unceasingly hopes that Russia will speedily restore order and achieve sound development. Recently, however, Russia's political situation has fallen into grave confusion, and, taking advantage of her lack of strength to ward off pressure from outside, the Central European powers have increased their pressure upon her ever more severely; their influence has spread gradually far into the Russian Far East, and at present obstructs the eastward advance of the "Czechoslovak" army, and among its troops many German and Austrian prisoners of war are mixed in, and there are plain traces that in practice they hold command of it. Now the "Czechoslovak" army has long cherished the aspiration of founding a state and has throughout fought the common enemy together with the Allied powers; its safety or danger therefore bears, in turn, not slightly on the associated nations. This is why the Allied powers and the Government of the United States extend great sympathy to that army. The Allied powers, receiving word that the army is suffering severe persecution in the Siberian region at the hands of German and Austrian prisoners of war, cannot stand idly by with folded arms, and have already dispatched their troops to Vladivostok. The Government of the United States likewise recognised its peril, and proposed to the Imperial Government that a relief force be first dispatched speedily. Whereupon the Imperial Government, in response to the proposal of the Government of the United States, in return for its friendship, and in order to keep pace with the Allied powers and make good their good faith in the present dispatch of troops, will speedily make ready a force and first send it out to Vladivostok. In taking the above measures, the Imperial Government, single-mindedly intent on renewing lasting friendly relations with Russia and the Russian people, here declares its established principle of always respecting the territorial integrity of that country and not interfering in its domestic policy, and, once the intended objective is achieved, of withdrawing the troops promptly without infringing its sovereignty, whether politically or militarily.
