This is Belgium: One of the United Nations
A three-part sheet headed 'the people', 'their work' and 'the country' combines captioned photographs of 1940 ruins, craftspeople and towns, a text history of Belgium and the Belgian Congo, pictogram production charts and a comparison chart with the U.S.A. under the banner 'ONE OF THE UNITED NATIONS'. The tell for card-stacking is the Congo section's account of colonial rule as health and education gains, with no figures for costs or forced labour; the pictogram charts lend a statistical look (transfer).
