THE LATE Col. Charles Young WEST POINT GRADUATE MILITARY ATTACHE HAITI, LIBERIA. SPINGARN MEDAL 1915 RESCUED TEDDY ROOSEVELT AND HIS FAMOUS "ROUGH RIDERS" AT SAN JUAN HILL. IN THE PHILIPPINE INSURRECTION DURING A TERRIFIC TROPICAL STORM, HE LED HIS MEN ACROSS A RIVER THROUGH A HAIL OF BULLETS TO THE RESCUE OF OTHER TROOPS, BRINGING THEM FOOD AND AMMUNITION. LIEUT.
