He Who Sows the Wind Shall Reap the Storm
A landscape sheet reports that on 22 February 1967 Viet Cong fired into a crowd in Tan-Phuoc-Khanh village and killed civilians, and that two of those responsible were killed five days later by the security forces. Photographs show a protest march with a banner, an injured girl named as a victim, two dead men named as Viet Cong, and a general addressing a crowd. The tell is the proverb headline over a sequence of victims, march and retribution, which sets the attack, the community response and the reprisal in one frame.

HE WHO SOWS THE WIND SHALL REAP THE STORM Since June 1966, Tan-Phuoc-Khanh village, directly helped by the Vietnamese army and the authorities, has lived peaceful, happy days. The people together have built the hamlets, houses and lanes, all spacious and neat. But the Viet Cong are afraid of the people's free and prosperous way of life, because the free and prosperous life of the people proves the heavy failure of the communists. For this reason, on 22-2-67 the V.C. sneaked into Tan-Phuoc-Khanh village and fired into the crowd, killing a number of innocent civilians. Five days later, 2 of the bloodthirsty V.C. were shot dead by the security forces. [banner:] Determined to punish the bloodthirsty Viet Cong The people together with civil and military officials demonstrated to condemn the cruel V.C. who killed innocent civilians. Those V.C. who sowed the wind must reap the storm. They have paid for their crimes at the border of Vinh Truong and Tan Phuoc Khanh villages. Above are the bodies of 2 men, Nguyen Van Chang, V.C. district committee member, and Nguyen Van Ro, member of the 6/62 V.C. The Major General commanding the 5th Division and the 32nd Tactical Zone vowed to hunt down without fail the communist slaves who committed the crimes, to bring security to the villages.
