IN 1954, Manila was the birthplace of the Southeast Asia Collective Defense Treaty, otherwise known as The Manila Pact. This year, Manila again hosts SEATO as the Military Advisers convene their Eighth Meeting and the Foreign Ministers of the 8 member nations meet for the all-important 4th session.

Flags of eight member nations wave in front of the Philippine Legislative Building where conference sessions were held at opening ceremonies of the Manila Pact meeting.

Surrounded by members of the Philippine panel, President Carlos P. Garcia (then Vice-President and Secretary of Foreign Affairs) affixes his signature to the historic Manila Pact documents on Sept. 8, 1954. The Treaty came into force Feb. 19, 1955.

President Ramon Magsaysay with U.S. Secretary of State John Foster Dulles at the 1954 SEATO meeting. In addition to signing the Manila Pact, the eight member nations drew up a declaration known as the Pacific Charter, inspired by the Philippines.
