มหาดไทย ช่วยอาชีพราษฎร ส่งเสริมให้ชาวนาได้ทำนาปีละ ๒ ครั้ง ใน ๓๒ จังหวัดภาคกลาง กระทรวงมหาดไทยปฏิบัติหน้าที่ระงับทุกข์บำรุงสุขของราษฎร ด้วยการส่งเสริมและช่วยเหลือในการทำมาหากิน เพื่อให้ราษฎรมีรายได้เพิ่มพูนยิ่งขึ้น เป็นการยกระดับความเป็นอยู่ของประชาชนให้สูงขึ้น เมื่อราษฎรต่างคนต่างมีอาชีพอยู่เต็มมือ และมีรายได้พอเพียงแก่การครองชีพเช่นนี้ ก็ย่อมจะไม่มีการเบียดเบียนซึ่งกันและกัน บ้านเมืองก็จะสงบเรียบร้อยเป็นสุขสันติ ราชการส่งเสริมโดยให้วิชาการ ช่วยเรื่องทุน และการจัดการ ฝ่ายราษฎรเพียงแต่ใช้วิชาการ ใช้ทุน และทำตัวให้ประสานกับวิธีจัดการเหล่านั้น ก็จะก่อให้เกิดประโยชน์มหาศาล ตกเป็นรายได้ของราษฎรของประชาชาติโดยทั่วกัน [five photo captions in small Thai type, partly illegible]
Interior [Ministry] helps the people's livelihood. Promoting farmers to grow rice twice a year in 32 central provinces. The Ministry of the Interior performs its duty of relieving suffering and promoting the well-being of the people by promoting and assisting in earning a living, so that the people have increasing income, raising the people's standard of living. When every person has full-time work and enough income to live on in this way, there will be no oppression of one another and the country will be calm, orderly and peaceful. The government promotes by giving technical knowledge, helping with capital and management. If the people merely use that knowledge and capital and fit themselves to those methods, it will bring great benefit, becoming income for the people and the nation as a whole.
