A landscape sheet reports that Major General Nguyen Duc Thang, Minister for Rural Construction, visited refugees and reviewed rural construction in Phu Bon province on 11 July 1966. Four photographs show a briefing at a wall chart, a crowd of thousands gathered to hear him, a handshake with highland villagers and a sewing class for refugees. Each caption is printed twice, in Vietnamese and in a second language in Latin script that FRAME cannot read. The tell is one senior official shown as the point of contact in every scene, with the programme's results reported only in his presence.

Thousands of compatriots who are refugees from Communism gathered in the courtyard of the house to hear the Major General speak about the Government's Rural Construction programme. The parallel Latin-script lines under each caption are in a highland minority language (probably Jarai) that the transcriber cannot read; they are marked rather than copied, and no translation is offered. The wall chart in the first photograph and a banner in the second carry text too small to read and are not transcribed. 'tỵ nạn Cộng-Sản' is the sheet's own phrase.
