The text says fighting mass disease needs many doctors and facilities, that WHO experts helped set up model training centres, and that in Istanbul 450 doctors and 500 nurses were taught current techniques. The tell is transfer: the WHO emblem and the Istanbul figures lend authority to the training claim.

よりよい方法で病気と戦うために、現地の人々を訓 練する事が出来る。 集団的疾病と戦うためには、多くの医師と適当な医療施設が必要であ る。この点に於て各国を援助するために、WHOの専門家団は、モデル センター(模範訓練所)を各地に設立するのを助けた。例へばトルコの イスタンブールでは、450名の医師と500名の看護婦が最新の技術 を教へられた。このようなモデルセンターは現在、近隣諸国から参集す る保健関係者の教習所となつている。 11
To fight disease by better methods, local people can be trained. To fight mass diseases, many doctors and suitable medical facilities are needed. To assist countries in this respect, a team of WHO experts helped establish model centres (model training institutes) in various places. For example, in Istanbul, Turkey, 450 doctors and 500 nurses were taught the latest techniques. Such model centres are now training places for health personnel who gather from neighbouring countries. 11
