Two dated open piles sit on one week. First, Haaretz on 14 September 2026, digested in JFeed the same day: on or about 13 October 2023 a WhatsApp group of roughly thirty Israeli campaign operatives, advertisers, influence specialists set out to pressure Qatar to move Hamas on the hostages. Ynet recovered a later chain: Einhorn drafted pro-Qatar points, Feldstein forwarded them, Urich placed them with journalists who were not told the copy's origin. i24NEWS reported correspondence that attributed claims to senior security officials and senior American officials and that played up Qatar's mediator role while sidelining Egypt. Kan, via JNS, listed five recovered points: Egypt enabled 7 October smuggling; Hamas leaders sat in Doha at Israeli and U.S. request; Jerusalem asked Qatar to move money to Hamas; Qatar is militarily important to Israel and the United States; Qatar, not Egypt, must mediate. Feldstein told Kan that things he put out could have aided some official in Qatar and that others used him. Those are his words, not a verdict.

Mechanism: narrative-laundering plus disclosure-theater. A FARA label lives on a Justice Department PDF. The audience that matters sees a PMO-adjacent aide or a bylined Israeli item. Manufactured-consensus is several desks arriving at the same Egypt-down, Qatar-up cut. Card-stacking is the missing denominator: Hamas's Doha office, the hostage ledger, and Egypt's separate mediator file do not travel with the item. Whataboutism and scapegoating are the Egypt pile, including the Haaretz subhead Go All Out Trashing Egypt and the later judicial note that Urich and Feldstein allegedly placed stories designed to harm Egypt's image. The volunteer anti-Qatar cell is the mirror method on the other side of the same object: slogan, site, lawmaker packet, then deletion so the campaign cannot be inspected.

This is propaganda where origin is a registered foreign principal plus cutouts, institutional form is Israeli news and unofficial war-room sites, and the design goal is to move belief about who may broker hostages. It is not a finding that Qatar did not host Hamas leaders, that Egypt's Sinai file is clean, that every critic of Doha is a paid agent, or that Haaretz has proved the 2023 takedown was purchased. Police timing (payments alleged May 2022 through October 2024) encloses the volunteer month; enclosure is not causation. Score the method. A Western ministry that paid a foreign lobbyist to seed fabricated senior-official quotes into another country's newsrooms, or a Gulf rival that geofenced churches and then wiped the sites, would be this brief with the nouns swapped.

Literacy counter: if an Israeli item suddenly discovers that Egypt is the problem and Qatar is the only adult in the room, ask who drafted the graph and whether the journalist can name the payer. A FARA PDF that does not travel with the WhatsApp paste is the tell. Apply the same paste-to-payer test when the slogan on the profile is Hamas is ISIS and the site that carried it has already been scrubbed.
