Analysis

The last two active briefs covered an Israeli Diaspora Ministry UN-week site and an Iranian Elaj snitch portal. Rotation this cycle is Russian state media using a commercial model as a hidden rewrite desk, not another ministry campaign site and not another diaspora-punishment form. GTG-04001 Radio Lengo Songo, briefed 17 September at 2000Z, is a different shop: a Bangui FM pipeline. GTG-24015 is the newsroom layer.

Anthropic published Detecting and countering misuse of AI on 10 September 2026. In the influence-operations chapter it removed four accounts grouped as GTG-24015. One operator is described as a former Sputnik Moldova editor-in-chief. That account took Romanian and Moldovan news, polling data, and opposition social posts and asked Claude to turn them into Russian-language articles. Those articles then appeared on the Sputnik Moldova Telegram channel and on RIA Novosti. Anthropic's load-bearing observation is the echo: the same rewritten item showing up on two mastheads so a reader treats the second as confirmation. The cluster also localized milblogger Telegram material into Spanish for Sputnik en Español and a channel that presents Kremlin-aligned copy as Latin American analysis; wrote Africa-facing pieces under a 40-rule house style for Sputnik Africa; and built live-broadcast furniture — tickers, screen captions, voiceover scripts, short headlines — that Anthropic says reached RT English. Inputs for the broadcast layer included Russian newswires and material Anthropic attributes to SVR and Defence Ministry feeds. Score the account removals, the outlet list, the rewrite path, and the listed URLs as documented. Score a ministry letterhead on the four logins, and any claim that Claude originated the underlying Sandu accusations rather than restyling them, as not shown.

HotNews on 11 September independently opened published Sputnik Moldova copy that matches the dictatorial-regime frame Anthropic described for the pre-election window. The Insider the same day restated the four-outlet list. Euronews on 16 September folded the Moldova desk into its recap of the September report. Those are secondary pointers to the primary. Mechanism is narrative-laundering first. State-aligned claims move through a model, a cutout editor, and a second masthead until origin is hard to see. Manufactured-consensus is the echo across Sputnik Moldova and RIA. Synthetic-media is the production line: volume and restyle no small regional desk would staff by hand, including a prompt habit of stripping tells so the copy reads as human wire. Card-stacking is the input list — opposition posts and selected polls in, contrary local reporting out. Disclosure-theater is the costume of ordinary journalism: Telegram channels and wire bylines that do not travel with a line that says a U.S. model rewrote this item for a state desk.

This is propaganda on the method test where origin is Russian state media operators plus an undeclared model, form is local and wire journalism, and the design goal is to move identification so one rewrite reads as independent confirmation. White-to-gray color on the published articles does not cancel the method. Translating a real poll is not the violation. Using the translation to manufacture a second source, and using the same desk to push fabricated Sandu claims into that loop before a parliamentary vote, is the influence layer. A same-method test applies in reverse. A Western taxpayer broadcaster that used an undeclared model to restyle opposition posts into English, posted them on its Moldova channel, had a sister wire repeat the item the next morning, and added a fabricated charge against the incumbent would be this brief with the letterhead swapped.

Literacy counter: keep three objects apart.
