Tại xã-ấp, trong chương trình xây dựng nông-thôn, ngoài nỗ lực kiến-thiết những gì đổ vỡ do Việt cộng gây ra, Chánh-phủ Việt-Nam Cộng-Hòa còn đặc biệt chú ý đến việc thanh toán nạn mù chữ, do đó các lớp bình dân giáo-dục được mở ra để giúp những người mù chữ có cơ hội học quốc-ngữ.
Trong chủ trương đó, tại tỉnh Bạcliêu, các đoàn cán bộ xây dựng nông thôn đã nỗ lực tổ chức các lớp bình dân giáo-dục do chính họ hướng dẫn tại các ấp Cái-Trầm, Láng Dài, Xóm Lớn, vv... thuộc quận Vĩnh-Lợi và Giá-Rai.
