The text says villagers returned to hamlets 'devastated by the Viet Cong' and that the 'black-shirted' cadres bring confidence of victory and urge children to become useful citizens. The tell is the attribution of the damage to one party, the Viet Cong, in the same sentence as the rebuilding.

RURAL CONSTRUCTION CADRE TEAMS ARE DETERMINED TO HELP THE PEOPLE OF PHU CAT REBUILD THEIR HAMLETS The people return joyfully to their hamlet, so badly devastated by the Viet Cong, and rebuild it together with the Rural Construction team. Lieutenant Tran Ngoc Sang, provincial Rural Construction team leader, a man of ample confidence and enthusiasm, is working with the team to repair the house the Viet Cong ruined. The better the roads, the easier travel within the village. These black-shirted cadres are helping the people to fulfil that wish. The black-shirted fighters not only bring the people confidence in certain victory but also regularly teach the children to study so as to become useful citizens in the future. SP-2033
