Johnson, solemnly pledged to help the people of the Republic of Vietnam to the end. The U.S. Government continues forever to honour that pledge toward the people of South Vietnam. "I am absolutely confident that . . . the precondition for the other side to change its attitude is an event proving that our position is firm, strong, and that we will certainly not abandon the pledge of independence and the right of self-determination of the people of South Vietnam. . ." On 24-10-1966 U.S. President Lyndon B. Johnson declared at the Manila Summit Conference. "If negotiating efforts now cannot bring peace, then peace will also come when Hanoi understands that our resolve cannot be changed and our combined strength is invincible."
