Summary

ShadowGraph Intelligence report SGI-2026-CIB-004, published 15 August 2026 and revised 18 August 2026, mapped 113 TikTok and Instagram accounts across ten U.S. states to Drumbeat Labs LLC. The firm is a Delaware LLC formed 22 March 2024. Its published method tells creators to make new accounts, post two to three times a day from supplied hooks, and take about 500 dollars per 30 posts. The corpus counted 7,519 campaign posts and 63.4 million views. ShadowGraph reported 8,408 of 8,463 persona posts carried no branded-content or paid-partnership flag. Six accounts named themselves Drumbeat ambassadors; those recruiters sit at the center of the follow graph. The payer behind Drumbeat is not in the open record. Score the operator, method, disclosure gap, and volume as high. Score a named party committee or foreign principal as not shown.

Analysis

The last two active briefs covered a China-funded Mekong 'Zero Fake News' awards night and a Russia-linked Matryoshka Cameo-and-CNN midterm wave. Rotation this cycle is a U.S. commercial creator shop, not another state desk and not another foreign CIB takedown.

ShadowGraph Intelligence published SGI-2026-CIB-004 on 15 August 2026 and revised it on 18 August. The live report page was still the open record on 15-17 September. It enumerated 113 accounts in ten states, 7,519 campaign posts, and 63.4 million campaign views. It split the TikTok layer into 89 purpose-built 2026 personas and 16 pre-existing creators who took the brief. Purpose-built accounts averaged about 5,200 views per post; the borrowed-trust accounts averaged about 22,900. Ohio, Georgia, and Pennsylvania were the large cells. Six accounts declared Drumbeat ambassador status. Those recruiters sit on 28 follow edges into undisclosed personas. The report's chain table grades the LLC, the published method, the ambassador layer, and the missing labels as proven, and the client name as the unclosed link. That split is the right one. Do not invent a sponsor.

Drumbeat Labs LLC is not a rumor. Delaware file 3313781 and foreign-qualification numbers in California, New York, and Virginia are cited in the report. The company site sells paid short video about news, culture, and trending topics and pays on views. Founders Hannah Koizumi and Hugh Jones have discussed the firm in their own names, including a June 2025 FOMO Sapiens episode that also named their nonprofit Civic Attention. Score existence, method, and public founders as high. Score any claim that Civic Attention is the hidden payer of the ten-state cells as not shown.

Mechanism is astroturf first. The published how-it-works line tells recruits to make new accounts. ShadowGraph recorded provisioning waves, duplicated bios, a nine-beat cost-of-living script used by multiple personas, and Instagram mirrors. Plain-folks is the costume: a mother in Wisconsin, a Charlotte native, someone just yapping about Texas. The warrant is locality, not a named data series. Disclosure-theater is the split label. Recruiters use #drumbeatambassador. The persuasion accounts, 8,408 posts in the report's count, do not carry platform paid-partnership flags. A technically present disclosure that does not travel with the clip the audience sees is the taxonomy tell. Manufactured-consensus is the graph: many local handles, one infrastructure, one mood, no ask. Grievance without a petition, candidate, or bill is not organizing. It is saturation that looks like neighbors arriving independently at the same complaint.

This is propaganda on the method test where origin is a paid marketplace plus an unnamed client, form is ordinary local speech, and the design goal is to move identification so scripted affordability talk reads as organic civic weather. Real rents and grocery tickets do not cancel the method. A neighbor who is actually from Dayton and unpaid can say the same sentences. The violation is the rented identity plus the missing label. A same-method test applies in reverse. A conservative shop that paid new 'Ohio dad' accounts to talk about crime without a paid tag would be this brief with the issue swapped. Score partisan direction as variable by state in the report, not as a single party errand.

Literacy counter: keep three objects apart. One: the LLC file, the published make-new-accounts pitch, the 113-account map, the 63.4 million view count, and the 8,408 unlabeled persona posts. Those are records. Two: the cost-of-living claims inside the clips. Those are arguments that can be true, false, or mixed independently of who paid. Three: the instruction that object one proves every affordability video is a Drumbeat errand, or that object two proves the network is only civic education. If the payload is two or three, the stack is still doing method work. If the payload is one, open the ShadowGraph chain table and the company site on the same screen and ask who paid.
