Stretching that lesson into a government-to-government integrity network without publishing what the network counts as fake or how that is applied is the influence layer. A U.S.-chaired river fund that paid a Vientiane awards night, put an American diplomat on the dais, handed trophies to Voice of America and a local English daily that then wrote the only English recap, and listed platform governance as shared practice would be this brief with the capitals swapped.
