Hau Nghia Provincial Authority Activities poster, No. 387 (Vietnamese, Saigon)
A Vietnamese photo-layout poster headed 'Activities of the Provincial Authority of Hau Nghia Province'. Photographs show the province chief handing out rice to villagers who fled to Phu Duc district, and the district chief rewarding and examining schoolchildren. The text says over 250 families fled Loc Hung in late July and early August 1964 and calls the Communists 'bandits'. The tell is card-stacking: only relief and school visits are shown, and the flight is attributed to the Viet Cong.

ACTIVITIES OF THE AUTHORITIES OF HAU-NGHIA PROVINCE The authorities of Hau-Nghia province are always concerned and ready to protect the lives of the people. On 30 and 31 July and 1 August 1964, more than 250 families took refuge from Loc-Hung village in Phu-Duc district town to avoid the disruption and killing by the Communist bandits. The Lieutenant Colonel province chief, the Major district chief of Phu-Duc district and the local authorities did not hesitate to go to the assembly place (Gia-Huynh hamlet) to offer condolences and distribute rice, soybean paste, fermented bean curd and mats so that the people of Loc-Hung village could be warm and fed throughout their refuge from the Communists at the district town. In addition the authorities of Hau-Nghia province did not forget to look after the children of the province. The authorities went to schools to visit, encourage the children to study, reward the best pupil in each class and finally gave each child an exercise book.
