Nguyen Cao Ky, to the Tan Phu new-life hamlet in Gia Dinh province on 11 February 1966. Photographs show the housing estate, a power installation, the school and Humphrey among children. A named official statement of aims is paired with pictures of a finished project, with no cost, displacement or opposition mentioned.

....We must carry out a true social revolution and build a new society in which everyone can know that they have a future, are respected and have dignity, in which they and their children have the chance to live in conditions without discontent, despair and sadness, and the chance to fully develop their talents and fulfil their aspirations...... ....We are determined to continue a strict policy of using foreign aid in the most perfect way and to help the people achieve balanced economic development and improved material well-being. (Excerpt from the historic Honolulu declaration) [sign in photograph:] TAN-PHU VILLAGE inaugurated by the Major General Chairman of the Central Executive Committee on 18.1.1966 On the occasion of his visit to the Republic of Vietnam, U.S. Vice President Hubert H. Humphrey, together with Major General Nguyen-Cao-Ky, Chairman of the Central Executive Committee, visited Tan-Phu village, a pilot new-society area in Tan-Binh district, Gia-Dinh province, on 11-2-1966. Tan Phu is a new model village established in a record time of 3 months. The whole village was formerly the Phu-Tho-Hoa resettlement center, sparsely populated; since its founding it has gathered over 10 thousand compatriots forming 3 hamlets. It is the first rural village in Gia-Dinh province with sufficient amenities for the people, such as water, electricity, a maternity home, a clinic, offices, schools, etc. "BUILDING A NEW SOCIETY" Lieutenant Colonel Truong-Quan-An, Gia-Dinh province chief, guides the Major General Chairman of the Central Executive Committee, the U.S. Vice President and the delegation on a visit to the electric power system installed at Tan-Phu village.
