President Roosevelt declared: "The American flag will continue to fly at sea" America is now busy doubling the size of the American fleet — which is already the largest and strongest in the world — so that the sea will not be enslaved and subjected to attacking enemies but will be open and free to all — to the weak and to the strong alike. This ship is one of 17 warships of 35,000 tons and upward each — whose number will soon rise to 32 — double the naval forces in the possession of any other government. PRESIDENT ROOSEVELT
