The last two active briefs covered an Iran-attributed autonomous-agent farm on U.S. platforms and a West African commercial follow-farm aimed at Sweden. Rotation this cycle is a Russian intelligence press line timed to the first nationwide ballot since the full-scale war, not another CIB graph.

Dated 31 August 2026, the press bureau said the EU and leading European states were executing a large-scale strategy to destabilize Russia before unified voting day: hinder a normal electoral process and discredit the results at every level. 18 September is the activation window, not a new leak. Polls opened in the Far East. n-tv the same afternoon quoted the sow-chaos-on-election-day line and noted the statement names no documents. Izvestia said Moscow's remote-voting system took a large attack while other regions saw low-power probes; that is a CEC-side claim, not an SVR exhibit. CikLeak's mid-September dump of CEC contractor files is a separate object. Do not collapse CikLeak, a Moscow DDoS, and the 31 August brief into one European desk.

Mechanism is accusation-in-a-mirror first. The charge — cyberattacks on voting kit, precinct theater, paid opposition lines, pre-written non-recognition — is a near-copy of methods already documented against EU and partner votes, including Storm-1516 around the German cycle and the 13 July EU statement on FSB 16th Centre and GRU-linked groups. Fear-appeal is the prescribed remedy: treat every outage and every boycott leaflet as an attack in progress. Name-calling does the roster work: so-called champions of legality, pack of rabid Russophobes, grave-diggers of democracy. Card-stacking is the input list: Coalition of the Willing, PACE, Brussels Dialogue, Vilnius, Berlin in; Yabloko's August Supreme Court removal, three-day voting with overnight urns, expanded remote voting, and ODIHR's absence since 2021 out. Scapegoating parks a managed field on a bounded out-group so the in-group's agency disappears.

This is propaganda on the method test where origin is a named intelligence service speaking in its own name, form is a press-bureau warning, and the design goal is to move identification so a constrained ballot reads as a defended fortress. White color does not cancel the method. A service may warn of a real plot. Publishing an unsourced dual task — block the process and pre-discredit the count — on the eve of a vote from which the anti-war list was already stripped is the influence layer. A same-method test applies in reverse. A Western service that, the night before its own midterms, published a brief saying Moscow planned to cyber the tabulators, pay exile PACs to cry fraud, and stage precinct incidents, while naming no packet and while having already barred the main peace slate, would be this brief with the letterhead swapped.

Literacy counter: keep three objects apart. One: the 31 August SVR URL, the 13 July Paris date it cites, the 18-20 September calendar, the Yabloko record, and the 13 July EU cyber statement. Those are records. Two: chaos on election day and non-recognition as a finished European plan. Those are frames. Three: the instruction that object one proves every remote-voting glitch is DG-INT, or that object two proves the Duma field was open.
